      More than 950,000 Singaporean households living in HDB flats will receive U-Save and Service & Conservancy Charges (S&CC) rebates in April 2025 as part of the permanent GST Voucher (GSTV) scheme and the enhanced Assurance Package. These rebates help to offset utilities expenses and S&CC for lower- to middle-income HDB households, and will be disbursed in April, July, October, and January each year. The rebates in April 2025 will be the first quarterly disbursement for Financial Year (FY) 2025.

2   As announced at Budget 2025, additional U-Save will be provided to help Singaporean HDB households cope with their utilities expenses in April and October 2025. This is on top of the regular GSTV – U-Save rebates. In April 2025, eligible households will receive up to $190 worth of U-Save, depending on their HDB flat type. In total, eligible Singaporean HDB households will receive up to $760 of U-Save rebates in FY2025. The U-Save rebates that eligible households will receive in FY2025 are summarised in Table 1.

3   In April, eligible households will also receive up to 1 month of S&CC rebates, depending on their HDB flat type. In total, eligible households will receive up to 3.5 months of S&CC rebates altogether in FY2025. The S&CC rebates that eligible households will receive are summarised in Table 2.

4   No further action is required by the eligible households as they will automatically receive the U-Save and S&CC rebates. The U-Save rebates will be credited directly into households’ utilities accounts with SP Services, while the S&CC rebates will be credited directly into households’ S&CC accounts with their respective Town Councils. Please also note that government officials will NEVER ask members of public to transfer money or disclose banking details over a phone call. If members of public are unsure if something is a scam, they should call the 24/7 ScamShield Helpline at 1799.

6   Residents can check or enquire on their eligibility for S&CC rebates by logging into My HDBPage via HDB InfoWEB with their Singpass and following these steps: My Flat > Purchased Flat/Rental Flat > S&CC Rebate. Residents with specific queries on their household’s S&CC payment or account status can contact their respective Town Councils.
